“The National Park Service (NPS), a Federal entity within the Department of Interior, operated the Oconaluftee Job Corps Center located in North Carolina. We conducted an audit of the Oconaluftee Center to determine if the Center properly reported student accomplishments and attendance and complied with financial reporting requirements.



Our audit identified concerns related to students’ health and safety that were reported to Job Corps through an Alert Report, “National Park Service Has Not Assured the Safety and Health of Students at the Oconaluftee Job Corps Center,” dated July 7, 2006.

This audit also disclosed problems by NPS management and Center-level staff that resulted in Job Corps not having accurate assessment information. In addition, students were not given the level of services expected by Job Corps. We also found that, contrary to requirements, Center personnel were not separating students who exceeded Absence Without Leave limitations. This inflated the Center’s on-board strength.”

Adams and Associates again!

“We conducted a performance audit of the Grafton Job Corps Center (Center) in response to a hotline complaint. The complaint alleged the Center’s operator, Adams and Associates, Inc. (Adams), manipulated student leave, absent without leave (AWOL), and training records in order to enhance the Center’s performance.


According to the complainant, Grafton officials discussed strategies to overstate performance outcomes during the Center’s Outcome Measurement Standards meetings. When Grafton officials projected attendance to be below established goals, the complainant alleged Center staff manipulated student attendance records to extend the student’s enrollment, even though they no longer met the Policy and Requirements Handbook’s (PRH) enrollment criteria.1

In addition, the complainant alleged the Center’s students were shown as having completed vocational training even though their trade-related proficiencies shown in their Training Activity Reports (TARs) were not sufficient to meet the vocation completion requirements specified in the PRH.2″  pg 6


“Grafton officials overstated the On-Board Strength performance measure by retaining students who should have been separated. The audit results disclosed a pattern of inappropriately showing students in unpaid administrative leave and absent without leave status. These practices resulted in “extending the stay” of these students by 910 days, and as a result, the Contractor owes liquidated damages totaling $56,824.”  pg 2

“Adams violated the provisions of their contract with Job Corps by overstating its OBS performance measure. Overstated performance data affects management and procurement decisions at the highest levels within Job Corps. Such decisions include renewal of center contracts and/or exercise of option years.
Equally important, inaccurate performance data may inhibit Job Corps from effectively accomplishing its mission to educate and train students. Outreach efforts designed to recruit new students may have been curtailed, and eligible students may have been turned away or delayed entry into the Center. These impacts are contrary to Job Corps’ mission.” pg 10

-“When the CD at Iroquois was interviewing for her admin asst. she wasnt looking for someone that was properly trained for that postition. She wanted someone who she could be buddies with and control. The one she hired just completed Job Corps with just a completion in Bus. Tech. Wow if I thought that that is all you had to do to get a position like that and get paid what she is getting paid I should have gone through JC. I worked there for almost 6 years and was cross trained in numerous positions to cover for anyone who was not there and my pay was pathetically way lower than the admin asst.



There are several students that have photos and videos of the CD having inappropriate interactions (if you know what I mean) with female students. And when they are questioned about said evidence mysteriously they are termed. HUH What a coincidence.



The CD went to NYC and went on a shopping spree on JC’s bill. She called corporate and told them because her center is doing so good she was gonna treat herself to some very name brand high prices purses and shoes. Who the hell does this bi*ch think she is. There are staff on that center barely making ends meet and this bi*ch is spending the tax payers money left and right on herself. She makes over 100,000.00/yr and just sits in her office play games with female students who should be in class.

-“I hate to say it but maybe we could let the right wing Republican groups know that their tax dollars are going to support Job Corps centers where students and staff are doing drugs and having sex, along with all the graft that is going on. These right wing groups are some of the most organized political groups in the country and the Republicans want Job Corps shut down. One thing that I got from reading the 1995 congressional hearings was that Congress knew about the problems at Job Corps for years yet they continue to support the program. Congress used poor and minority youth as pawns for throwing money at the program when we all know that the students at Job Corps are only cash cows.


It costs $35,000 to send a student to Job Corps, when a college tution at a state school is around $16,000 per year, plus around $6,000 for room and board. At UNM it costs $7,000 per year for in state tuition, room and board is about $6,000 per year, and all New Mexico students can get their tution paid through out college by a lottery scholarship if they maintain a 2.5. The local Albuquerque community college provides the same services as Job Corps and more programs at $40 fee for vocational training and around $450 per semester for full time college. There are more trades covered at this school than Job Crops and these trades geared to the 21st century technology.


Most colleges have changed since 1960 to supporting students in getting their degrees. There is help for students that have learning disabilities. Even the public schools have changed with the times and met the 21st digital generation’s needs. My opinion on Job Corps is that the program is outdated and it hasn’t changed very much since 1964. The new discipline program that was introduced at Job Corps dates back to 1960 and there is only one school in the U.S. that uses it. Putting people in a diamond and labeling them doesn’t work. The only reason why this program is in place is becasue it’s cheap and you don’t have to hire qualified people with Master’s degrees to use it.


At my Job Corps I was shocked to see how many people in the administration had less education than me and some of them were ex Job Corps students with no real world experience. I am a junior in college and I have twenty years of experience in working at different departments at UNM, public high school (special education), day care, and children’s mental health. The person in charge of student discipline at the Alb. Job Corps has never set foot in a college classroom. She is a Job Corps grad who brown nosed her way up, and she has no idea of behavior modification theory. Yet she is paid more than the starting teacher’s salary which is $12.00 per hour.”   KN


“I will never forget an all staff meeting at Iroquois when the Center Director informed everyone that there was no money for staff raises in the coming year. Even she would not receive a raise.


About two weeks following this meeting, the CD and the members of her “clique” received huge bonuses. These were apparently the reward for the great job they did manipulating the numbers. After all, the center rose 100 places in the rankings in one year due to their efforts!


These bonuses were kept a secret from the rest of the staff, they did not come to the Finance Office with the rest of the checks by UPS. They were sent by Fed Ex after all of the other staff had left for the day.


This was the year that their was no Christmas Party because they could not afford it. Oh we did have a little get-together in the cafeteria with cookies and pop to substitute for it.


Needless to say the rest of us lowly staff did not receive any raises or bonuses. We did get a cost of living raise which amounted to about $10 per pay period for me.”    B


-“Youth Today had an article on this Job Corps and the result of an OIG audit.  It also included the Albuquerque Job Corps results from the June audit.  OIG went back to the Albuquerque Job Corps in January for more investigating.  There is also an article that Youth Today had on the head of Job Corps resinging last year.  Just type in “Job Corps” at the Youth Today web site and you can pull up the articles.  This isn’t the first riot at Gainsville Job Corps.”  KN

Man arrested for disturbance at Job Corps Center

A man was charged Saturday with disruption of a school function for an outburst at the Gainesville Job Corps center.

Charged was Brian M. Ivey, 22, of Cooper City, according to an arrest report filed by the Gainesville Police Department.

The incident occurred about 2:10 a.m. at the Job Corps Center at 5301 N.E. 40th Terrace. Job Corps is an education and

training program. The students live in dorms.

The report states that Ivey, whose occupation is listed as former student, was at the facility earlier in the day. He left and then

returned under the influence of some substance, the report says. The report states he violated facility rules after being told to

stop, creating a disturbance that involved other students.

Ivey was arrested and booked into the Alachua County Jail.

“Complaints from Chicopee residents prompt Westover Job Corps Center to impose earlier curfew for students”

CHICOPEE – Reacting to concerns from city officials and residents, the Westover Job Corps Center has instituted an earlier curfew and instructed its 555 students to behave themselves while out in the community or suffer the consequences.


Reports by residents of vandalism and harassment in the Fairview neighborhood by some Job Corps students were aired earlier this week at a neighborhood meeting.


On Thursday, Westover Job Corps Director Michael T. Riley sent a memorandum to students and staff members, instructing them to attend a school assembly Friday at which the new rules and expectations will be announced.


“We have to step it up,” said Riley this week. “I understand the community’s concerns. I want to support them in every possible way.”


The 10 p.m. curfew has been changed to 8 p.m., except for supervised trips. Students have been told that nearby Preston Park, side streets, and housing areas near the Johnson Road center are off-limits.


They have also been reminded that bad language and drinking are also prohibited. Failure to obey these expectations and rules could mean expulsion from the federal job training program.


“We’re taking it very, very seriously,” Riley said. “We’re going to make sure the standards are raised.”


Mayor Michael D. Bissonnette suggested the 8 p.m. curfew.


“We can’t have them being out at all hours disrupting the neighborhood and causing vandalism in the park,” he said. “It’s not going to be tolerated.”


At the same time, the mayor said the city and the center have had a good relationship, and that only a percentage of students are causing problems. The center frequently organizes community service projects for its students, who range in age from 16 to 24.


Riley is scheduled to meet on Feb. 17 with the mayor, Police Chief John R. Ferraro Jr., and Ward 9 Alderman Ronald R. Belair to discuss the problems reported by Fairview residents and police.


On March 23 at 6 p.m., the mayor and the Aldermanic Public Safety Committee will host a public hearing on the matter at the Castle of Knights on Memorial Drive.


“They’re being intimidated and harassed and sometimes threatened,” said Belair, who is chairman of the Public Safety Committee and the alderman who represents Fairview. “It’s unacceptable. They need to control their students better.”


He said there have been reports of car break-ins in the neighborhoods. Broken bottles, graffiti, and drug paraphernalia have been found at Preston Park, located on Access Road off James Street. Residents have complained of being harassed by Job Corps students there.


Ferraro said the police have responded to 55 calls at the center in the past year. This does not include calls in the community involving Job Corps students.


“It’s a problem,” Ferraro said. “If the kids are going to come off the campus and into the city, they have to act appropriately. We’re spending too much time dealing with them.”


Riley said the center is increasing its security staff and making hourly patrols of Preston Park and the surrounding area. He said anyone who has concerns should call (413) 593-4000.


“Nobody should have to live with that type of nonsense,” Riley said.


However, he said the majority of students arrive at the Job Corps Center to change their behavior and develop skills they can take to the job market.


“It’s one bad apple spoils the whole bushel,” Riley said.


The Job Corps program is funded by the U.S. Labor Department.


Of the 555 male and female students, 500 live on the campus. Most are from outside Western Massachusetts.


During the 2007 program year, the Westover center was ranked 116 out of 120 overall nationally.

Job Corps Fraud comments

-As an ex-employee (who was let go) I have to complain about the (Job Corps) focus on numbers for trades and education.  I worked in the Recreation Department for a JC where the furnace blew in the winter (Late November), the furnace was not fixed, meaning no heat, until March!


The supervisor was told to plan programs in the dorms for these months and to have a lot of off-center activities.  Shortly after it was fixed there was a corporate audit where the Recreation Department was cited for poor attendance/involvement from students-how were we supposed to do that if you don’t care enough to provide heat to the Recreation building?


Also, the following year a furnace went down in one of the academic buildings-it was fixed within a few days.  As positive as this program should be, the contractors ruin it for everyone.  I really want to see an in depth investigation into these places so that they can be managed better and for less taxpayer money.   Anon



-The situation at Iroquois sounds remarkably similar to what is going on at Shriver from what I have read. For some reason, our center went over two years without a DOL review, which I understand are supposed to occur yearly.


When we finally had one, there was an e-mail sent by the CD stating that our jobs were in jeopardy if we spoke to the DOL. Curiously, around the same time we recieved an e-mail from DOL stating that staff should feel free to discuss things with them without fear of repercussions from center management. I think most of the staff was afraid to talk.


About a year ago, OIG began conducting an audit at the center. Once again we received an e-mail instructing staff not to discuss anything with them. While they were there, they discovered fraudulent student enrollments. One of these phantom students appeared on the roster for six months and never set foot on center.


They also discovered an instance of the CD making a purchase for  personal use. I saw the documentation for this purchase . When asked about it, she jokingly responded that the president of ETR was buying it for her.


Who knows how many other of these type purchases went undiscovered?   J


-“I left Job Corps in “05;” at that time the condemned bldg on center was housing HOTS.  It had been condemned in “04,” and money was received to replace it in “05.”  For all I know it’s still there.  I know 2 people on the committee that condemned the bldg.  When I told OIG, they did not seem to know about it or care.  Not a bit surprised about the furnace. I believe the new leach fields were put in in “04,” and because of a chum of management were destroyed in “06.”  We were able to contact the original contracter and put a stop to JC suing them.  At least that was 1 coup.”  J

Today’s Job Corps Comments

-“All that these kids want is to be a part of the American Dream.  A good job, a family and enough money to have a home.  Yet they are treated like trash at Job Corps and  they end up worse than when they came in. I got this idea that the motto at my center was that these kids don’t deserve anything decent.  Job Corps gets $34,000 per student, and I didn’t see much of the money going towards the kids.  For example the sheets and blankets these kids were given were something I would be ashamed to donate to a homeless shelter.  The food was awful and instead of real juice the kids got sugar fake juice.  Anyway I went to a job fair today and Job Corps was there. I told some people don’t work at Job Corps.  I thanked the Albuquerque Police for putting up with Job Corps and they thanked me for reporting Job Corps because they would like to see it shut down or the contract with Del Jen cancelled. Del Jen is owned by Fluor and the Vice President makes around $14 million while the Job Corps staff makes below market wages and can’t afford the health insurance nor retirement.  I might go to the NM Democratic Convention this weekend, if I go I’m going to let people know about Job Corps.”  W

 

-“Here is another example of the CDs treatment of staff. A little over two years ago she hired a secretary after about a six month search. After all, it would take some time to find the right person for her. Well, she found someone who would go above and beyond her job description. This person made the mistake of bringing in some baked goods into work as a gift for the CD on her first day of work. It was all downhill fom there. After a few weeks on the job, she was expected to bake something almost every night for the CD and her little clique, also including students. Anther one of her duties was to buy lunch for the aforementioned people at her own expense. She drove her own vehicle ten miles round trip per day with no reimbursement to pick up their lunch. This practice came to an abrupt end when she got into an accident with her car picking up lunch. I believe she refused to do it after that and was promptly let go from her job.
To replace her, they hired an attractive former student with no experience. All she had to do was look pretty for the CD and sort mail. After classtime, she would entertain the students in her office. Her starting pay was almost the same as mine, this was extremely insulting to me. I had been there several years at a job with much more responsibility. When she went out on pregnancy leave, her replacement gave me some mail which was six months old that she had apparently kept hidden in her office. These were important invoices that I was supposed to process and I got in trouble for not paying them on time. They were probably trying to set me up.

-“I agree, the concept of the Job Corps program is beneficial to these students.  However, it is the contractors (centers) that ultimately penalize the students.  Yes there are students that just do not belong there,  and instead of keeping these students on the roster to keep numbers up, they should be sent home.  The students that want to make a difference in their lives should be given that chance, with ALL the training the PRH states.  If they are enrolled in a 2-year trade, they should be on center 2-years, not 10 months.”  JR

-“This IJC is so pathetic, I ‘ve known good people that HAD to leave cause they couldn’t stand it anymore. Staff that were onsite to WANT to make students better themselves. But those type of staff never last, b/c of all the b.s from the so called higher uppers. The worse ones are the C.D., and the overall director. What everyone is saying about the C.D. is absolutely right! She had her own woman up there, not only was she a student but she was a YOUNG student. Shame on you C.D. and you know who you are! Even the amount of students vs. staff is unheard of. How can 1 staff be in charge of 60-70 guys/girls??? Who in their right mind would even work there? Well, I’ll tell you who. People that don’t know how IJC works, people that want to see trouble kids succeed, people who have their heart in the right place, people that truly care, etc. BUT those are the people that get let go, b/c their is no support for those type of staff. Lo and behold the people that I know got out of there. IJC you really need  to start cleaning house there!!” NM
