Interesting Comment from Reader(s) RE: FY Job Corps Congressional Budget Justification

Andrea for Job Corps Fraud Asked:

Are your tax dollars worth this program?

“thats right” responded:

yes your tax dollars are worth this program, granted it is a social service, another welfare program, but unlike many of the other welfare programs students are kept in check while in the Job Corps program, they are drug tested, and behavior is watched to make sure they are doing what they are suppose to do, unlike many, many, many, of the other welfare programs, like government housing where rules are broken constantly and drug use is rampant, because there is no drug testing marijuana is a staple for many who draw from the welfare system, food stamp cards ??? free phones, etc…. Job Corps students cant just do what ever they want, when they want to, they are watched and forced to make there beds and clean up after there self’s, (sic) to bad we couldn’t do that with some of these welfare people living in government housing, make them clean, inspect there living quarters everyday ???? there are many other welfare programs that need to be cut before we cut Job Corps.

It doesn’t sound to me like you have had direct experience attending or working at a Job Corps Center. Again, the public is hoodwinked into believing the glossy promises of Job Corps Slick media campaigns. I’m not sure comparing welfare programs and Job Corps is a good example as, people forget that most of the people collecting food stamps are service men and their families, children and the elderly. But, I don’t want to use this forum as a debate about welfare. I appreciate your opinion. Thanks for reading the column.

“black” (this sounds like the same respondent from above)

you didn’t ask me if I had experience working at a job corps, did you ? what I said is the truth and how I feel, I haven’t been fooled by anyone, I know the government waste a lot of money but there are a lot of other areas that should be cut before a program that takes care of young people some of them are children that have no other place to live I know a lot about the job corps and its a good thing it helps people and that’s good enough for me

How to Discuss Your Job Corps Center With the Press Without Fear of Reprisal

by Koadey Kambell

Many staff & students have spoken to the press or the police about incidents occurring on their specific Job Corps center despite a center’s illegal ruling to terminate a student or employee for doing so. The intimidation of losing one’s job or the risk of being terminated from a center, or having to delay one’s education, has caused many people to remain silent over the issues. Not only has the center threatened the whistle blower with termination for speaking to the police or the press, but something as frivolous as a social media post can also cost an employee their position in a Job Corps Center.

Most Recent OIG Report from February 2015

Interesting Report!  This link will take you to the most recent OIG report which investigates complaints from the years 2012 – 2013.  The report was published in February 2015 and so far, I have not found any new reports from OIG.

I will keep checking!

Report to the Employment and Training Administration

WHY OIG CONDUCTED THE AUDIT From January 1, 2012, through December 31, 2013, the OIG received numerous complaints alleging serious student misconduct (e.g., assault, illegal drugs, and fighting) at 12 centers often went uninvestigated, disciplinary actions were not taken, and some centers were unsafe. To address these general allegations, we conducted a performance audit to answer the following question:  Did Job Corps’ center management take appropriate action to address alleged serious student misconduct at its centers?

exerpt:  Our audit generally covered CYs 2012 and 2013 to include the potential serious misconduct concerns cited in the complaints. We interviewed management and staff at ETA, Job Corps, and select centers and center operators; interviewed complainants (e.g., current and former center staff) and enrolled students; reviewed applicable regulations, requirements, policies, processes, and controls; assessed the reliability of all serious student misconduct infraction data reported in Job Corps’ Center Information System (CIS) and determined the data was sufficiently reliable to accomplish our audit objective; reviewed all serious student misconduct infractions reported in CIS, security logs for 11 centers, student misconduct files, and other necessary records; and performed on-site audit work at the Northland, VT, Tulsa, OK, and Treasure Lake, OK, centers. Where appropriate, complaints were referred to the OIG’s Office of Labor Racketeering and Fraud Investigations for potential criminal investigation.
