Interesting Report!  This link will take you to the most recent OIG report which investigates complaints from the years 2012 – 2013.  The report was published in February 2015 and so far, I have not found any new reports from OIG.

JOB CORPS NEEDS TO IMPROVE ENFORCEMENT AND OVERSIGHT OF STUDENT DISCIPLINARY POLICIES TO BETTER PROTECT STUDENTS AND STAFF AT CENTERS

WHY OIG CONDUCTED THE AUDIT From January 1, 2012, through December 31, 2013, the OIG received numerous complaints alleging serious student misconduct (e.g., assault, illegal drugs, and fighting) at 12 centers often went uninvestigated, disciplinary actions were not taken, and some centers were unsafe. To address these general allegations, we conducted a performance audit to answer the following question:  Did Job Corps’ center management take appropriate action to address alleged serious student misconduct at its centers?

exerpt:  Our audit generally covered CYs 2012 and 2013 to include the potential serious misconduct concerns cited in the complaints. We interviewed management and staff at ETA, Job Corps, and select centers and center operators; interviewed complainants (e.g., current and former center staff) and enrolled students; reviewed applicable regulations, requirements, policies, processes, and controls; assessed the reliability of all serious student misconduct infraction data reported in Job Corps’ Center Information System (CIS) and determined the data was sufficiently reliable to accomplish our audit objective; reviewed all serious student misconduct infractions reported in CIS, security logs for 11 centers, student misconduct files, and other necessary records; and performed on-site audit work at the Northland, VT, Tulsa, OK, and Treasure Lake, OK, centers. Where appropriate, complaints were referred to the OIG’s Office of Labor Racketeering and Fraud Investigations for potential criminal investigation.

Audit Reports of Job Corps from the Office of the Inspector General (OIG)

The following link will take you to the Office of the Attorney General’s (OIG) website.  You will find audit reports where Job Corps Centers and Job Corps Contractors did not follow required policy procedures in the areas of awarding sub contracts to vendors. And, where numbers and statistics where overstated in order to bring the center higher in overall rankings. The very first one speaks of questionable “overstatement” of costs by MTC Corporation (Management and Training Corporation) of over one million dollars.  Take note, MTC is a name you will hear often in the audit reports for their continuing practice of “overstating” costs and erroneous records reflecting “overstated” outcomes on their reports. OIG says “this is a continuing problem.” Read the reports…

Man Arrested in Atterbury Job Corps Sweep at Atterbury Job Corps Center (2/08/2012)

Denzel Squire Miller was arrested at the Atterbury Job Corps Center after police found cocaine in his bag.

Atterbury is managed by Adams and Associates

Replace Cleveland Job Corps With Something That Works: Editorial By The Plain Dealer Editorial Board

There have been many problems with the Cleveland Job Corps Center in Collinwood.

The Plain Dealer Editorial Board is suggesting something many of us have said for years:

“It (The Department of Labor) ought to strongly consider ditching the program and forming partnerships with local schools, community colleges and social service agencies. That’s probably true in places other than Cleveland, too. “

Alutiiq, the second Federal Contractor in the last few years was recently dismissed from managing the plagued Cleveland center.  Alutiiq, with its less than savory reputation was already a poor choice before they even stepped on center.  If one definition of insanity is “doing the same thing over and over again and expecting different results” why hasn’t someone woken up to the fact that Job Corps, as it exists now isn’t working?

Job Corps School Counselor Fatally Stabbed (March 2012) Los Angeles Job Corps

A Job Corps school counselor was fatally stabbed at the Los Angeles Job Corps center in March.  Dwayne Alexander, died from the injuries he received and student,  Freddie Leyva, is being held on one million dollars bail.
