Audit Reports of Job Corps from the Office of the Inspector General (OIG)

The following link will take you to the Office of the Attorney General’s (OIG) website.  You will find audit reports where Job Corps Centers and Job Corps Contractors did not follow required policy procedures in the areas of awarding sub contracts to vendors. And, where numbers and statistics where overstated in order to bring the center higher in overall rankings. The very first one speaks of questionable “overstatement” of costs by MTC Corporation (Management and Training Corporation) of over one million dollars.  Take note, MTC is a name you will hear often in the audit reports for their continuing practice of “overstating” costs and erroneous records reflecting “overstated” outcomes on their reports. Job Corps and the American Dream

Bob Confer’s post in the New American talks about how the US Government has created poverty instead of alleviating its presence.   He briefly mentions Job Corps as one of the wasteful programs that deserves a discerning look.  Confer mentions the “redundancy” of Job Corps and the fact that its programs are duplicated elsewhere  in the private sector and schools.  Redundancy is apparently another rationale for saying that Job Corps is expensive and should be eliminated.

I think why Job Corps has survived the “redundancy” accusation is because it’s highly touted as being the program of last resort for those who have been kicked out of high school, for the juvenile delinquents and misfits and for those who can’t read.  It’s a place to gather all “these” kids together and present Job Corps as a “one of a kind” program that isn’t duplicated anywhere else. It’s not the program Job Corps is selling, it’s the attendees.  And the message is: “Look how we take these inner city delinquents and cure them of their gang affiliations”, or, “Everyone else has given up on certain students, just give us six months and we’ll turn them around and give them a new attitude, a high school diploma and a trade on top of it all”.  Unfortunately, if it sounds too good to be true, most of the time it’s a lie.

Job Corps also has other kinds of attendees, the student who, for some reason or another wasn’t able to complete high school, or, the student from a broken family who is looking for an education and some stability.  Sometimes, kids without any behavioral problems at all enroll because they think it’s a place where they’ll get a quality, free, education and they believe what the glossy brochures and smooth talking recruiters tell them. I’ve spoken to those “other” kinds of students and heard the stories about the gangs, beat downs and blanket parties.  I’ve heard about the prevalence of drugs in the dorms and on campus. As a staff, I’ve also seen known drug-dealer students kept on the attendance rolls because we needed “the numbers”. Last, I’ve seen the stars slowly fade from student’s eyes when they suspect that they aren’t getting the dream of the education they deserve or when they notice that the overworked and underpaid teachers or staff don’t have the time to spend with them.

Sure, there are a few Job Corps students who do a complete turn-around, but unfortunately, they are the minority.  The vast majority are proved, through corrected statistics and scientific evidence that they are no better off than before they enrolled.  What gives? Why are we paying for this program? I believe that we too have stars in our eyes and want to believe that there is a magic bullet “out there” that will, once and for all, cure the troubled youth of our century and for now, Job Corps fulfills the fairly tale. We need the “dream” as much as the kids do…

Allegations about Flint/Genesee Job Corps online diploma program

“There is wide spread corruption and unethical practices at the Flint/Genesee Job Corps operated by the Alluttiq management LLC. Many of the students, aka, trainees take the high school on line classes from Penn Foster. The work is supposed to be completed on the computer. The administrator provides the student with a print out of the questions with the answers. The diploma is not worth the paper it is written on. There is high staff turnover and the students do not put the proper time in to obtain a vocational trade but are given the certification. This location needs some oversight or investigation.”

“Flint/Genesee Job Corps has an overall ranking of 52 for the rolling year ending July 30, 2010. They ranked number 7 for the GED/HSD category. Well, now we know how they do it – give the students the answers to the test questions. This is nothing new, how do you think these “high school diplomas” are “earned” at Job Corps centers?

It’s more difficult to cheat on the GED test because that test is monitored by a GED examiner who doesn’t work for Job Corps. Knowing that most students can’t pass the GED test, the Job Corps system pays a hefty sum to other companies whose services they contract to issue “high school diplomas” allegedly earned on-line. It’s just another Job Corps charade.

Here’s the funny part. Any serious educator who looks at Flint/Genesee’s other statistics will immediately notice something suspicious. They rank number 115 out of 122 Job Corps on the Literacy ranking. How can they do so well earning GED/ high school diplomas, when they rank so low on Literacy gains? Every teacher worth his salt knows that the skills needed to pass the GED and earn a high school diploma correlate highly to Literacy skills. Stated another way, Literacy is a significant factor in being able to pass the GED test or to earn a high school diploma honestly. Yet on this center there is a very high inverse correlation between the two.

You’ll probably say, “but those students who earn the diploma and GEDs are not in the pool of students whose Literacy and Numeracy gains are being tested and tracked.” Not true. High school diplomas are being granted to students who score below the eighth grade level on the TABE. In fact, a student can enter the New Summit high school program with just a 6.5 GE Literacy score on the TABE. These students are definitely not leaving the program with 10.0 GE reading level as is recommended for taking the GED test. Most states’ Education Depts want students to be functioning at the 10.0 reading and math levels before they take the GED. This is how Job Corps fools students and the public into believing that they have earned a “high school diploma”. Then when they go to interview for a job, the boss finds out that they can’t read or write at what is considered a literate level. The unions, especially, are questioning these diplomas.

So why is the Forestry Service looking for contractors to submit bids for providing high school programs to it’s centers? The Forestry Service has prided itself in remaining true to the original Job Corps goals and in delivering honest certifications. Is it now falling in line with the rest of the system that has sold its soul to the devil”?

ABC Georgia Overstated Job Corps Placement Outcomes (2006)

What OIG found

The OIG found that placement outcomes reported by ABC for program years 2003 and 2004 were not reliable and a significant number of invalid placements were claimed. We found unsupported job and educational placements; inadequate documentation of compliance with Job Corps requirements; and confirmed cases of signature forgeries on educational placement verification forms.

We specifically recommended the National Director, Office of Job Corps immediately assess $214,992 in liquidated damages and review reported placements on all ABC contracts for potentially invalid placements.

Job Corps: One of the Most Wasteful, Least Effective Programs in Federal Government (1998)

In publishing this Congressional Testimony from Congressman John Duncan (TN) (1998) I ask my readers, “What has changed about Job Corps since this speech was given before Congress?”

1. The cost of participation for each Job Corps student has increased yearly to $28,000 per student and $1.7 billion per year.

2. Even more proof of fraud and mismanagement of funds by contractors and Job Corps has been exposed by the Office by The Office of the Attorney General in the past twelve years. The fines and repayments have increasingly amounted to the millions of dollars since this was published.

3. Much of Job Corps evidence of success has been based on flawed, unscientific studies that subsequently were proved to be number manipulation by the federal contractors and center operators.

4. It should have made national front page news when actual scientific studies proved that Job Corps had little or no influence on students earning power or increased the success of its attendees.

It is important for us to learn the history of Job Corps and to read the older reports in order to see how the proof of wrong doing  in Job Corps is increasing, not lessening. Job Corps’ “truth” is well hidden by the media and sophisticated communications and public relations specialists in order to present a positive image to the public.

excerpts from Mr. Duncan’s testimony:

“However, one of its programs has become one of the most wasteful and inefficient in the entire Federal Government and should either do much, much better or be abolished. Yet this agency, because on the surface it appears to be one for young people, seems to believe it should be immune from criticism and simply get one increase after another.

I am speaking of the Job Corps. Today, it costs over $26,000 per year per Job Corps student, according to the GAO. We could give each Job Corps student an allowance of $1,000 a month, send them to some expensive private school and still save money.

The GAO reported in testimony before the Committee on Government Reform and Oversight this past July 29 that only 14 percent of program participants completed the requirements of their vocational training.
*An  earlier report found that only 4 percent end up in jobs for which they were trained, unless one does, as the Job Corps has at times done, and grossly distorts and exaggerates the figures and counts as a success about any former student who has gotten any type of job.”

When I worked at Shriver Job Corps in 2009 as an employment coordinator, I saw this practice still being carried out for instance, if a student completed automotive trade and got a job in their uncle’s repair shop as a part-time janitor it was considered a “trade match.”

Martin Gross’ Conclusions about Job Corps and the Government Racket

So who is Martin Gross? He is a noted social researcher and scientist who has testified before Congress  on Government waste, “pork barreling” and “squandering of public funds”.

In this interview by Geoff Metcalf, Martin Gross discusses Job Corps and other job training programs.  Although the interview is about government waste as a whole, Gross is another lone voice wondering why Job Corps is touted as a success when it only graduates 14% of its attendees. When will anyone listen?

“We have 154 different job-training programs. At no point does anyone even claim that they get any jobs. They had a cosmetology job-training program that cost $148,000 per license. We have a job corps that costs $25,000 per kid, the residential program. They said 46 percent of the kids finished the program until the inspector general came in and said, “No, you’re lying; only 14 percent completed it.” We have job-training programs in all 14 cabinet agencies. And, when I said it was $17 billion wasted, when Nancy Kassenbaum took over in ’95 as head of Education and Labor, she said, “No, no, it’s not $17 billion; it’s $25 billion.”

Office of the Inspector General’s Message from 1999

Nothing ever changes… look at the names in this report and the fraud OIG found from eleven years ago: Adams and Associates (employee alleges fraud) and National Plastering Industry’s Joint Apprenticeship Trust Fund ($996,242 in disallowed costs).
But we still keep granting them contracts despite their number inflation and manipulation of records. Read a few excerpts:
“Our review of 67 student records found that 28 student records (42 percent) were improperly altered, inaccurate, or incomplete. Consequently, the number of students the Center reported as “vocational completers” was inflated and students were improperly paid training completion bonuses. Further, the altered records gave false assurances that the affected students received vocational training.”

The OIG questioned a total of $996,242 of direct costs claimed by the trust fund and the grant officer disallowed all of these questioned costs.

The Report to Congress also mentions The US Forest Service and Connecticut Job Corps Center and its contractor ITT Federal Services Corps.
Due to missing or insufficient ITT documentation and accounting errors, our audit questioned costs of $297,892 in nonpersonnel and personnel costs ($176,385 in nonpersonnel costs, $98,880 in personnel costs, and $22,627 in general administrative expenses).

At Iroquois Job Corps, management staff were required to give up weekends on a rotating basis to act as “duty officer”. They also had to come in on weekends to oversee the return of students from breaks and participate in searching luggage for various contraband. Because they were salaried employees, there was no OT pay, nor was any comp time granted.

In fact, one could not earn comp time at any time working for ETR. This was not the case yrs ago with other corporations that ran Job Corps centers. There were enough staff on centers to manage the center on week ends and to do searches. Over-working the management staff and denying hourly staff their breaks has developed over the years and is obviously condoned by the government. This is a common finding in OIG reviews but other than paying a fine now and then, nothing is done about it.

“Job Corps is a great opportunity. Name one free program that will deliver what a youth desires if they work hard to get it. There is none. Karl Rove is just a chess piece that gets told what to do and who to attack. Rich people like him want the good old days when poor person’s only shot at a decent life was to $ their souls.

By the way, failures of Job Corps whine and complain. And, as for the staff, the only thing that needs to be done is remove the staff who are not doing their jobs. Also, remove the $ stealing government “chess pieces” who are not doing their jobs. Replace them with real American citizens who are there to improve-educate-train impoverished youth who need positive directional motivation.”

“The Job Corps is a NOTHING LESS THAN A CRIME AGAINST THE AMERICAN PEOPLE AND TAXPAYERS in these economic times.

I have also worked for Job Corps twice, the same one in, NY, thirty years ago when it started, I was the purchasing agent, and recently I went there again to help them set up contracts for their stimulus funding.

Two million dollars that someone might as well take a match to, the way they are spending it. Numbers are massaged in the accounting area, in the procurement area, and in the student success rates area. The actual # of students who improve their lives, or are successful is SO minimal it is NOT worth the almost $30,000 each they spend on each student. And the $30,000 each in tax dollars is a low estimate, much more is probably actually spend. The first administrative manager I worked for 30 years ago, immediately started “writing bogus purchase orders that were phony”, they were for contractor work he said was being done at the center, when it was actually ALL being done at his house. He tried to encourage me to get involved in the scam, saying do you want a new washer and dryer? Well, write up a PO for it, buy it, when it comes to the center tear up the paperwork, and take it home. I would not get involved with it. And as a result he, didn’t want me there. ITT was the contractor. I filed with EEOC/and HR, and was called to a hearing in Syracuse I believe, and ITT actually did offer me some type of settlement, to buy me off from the filing. CAN YOU SAY CROOKED, BOYS AND GIRLS.

Then most recently in a temporary job setting up contracts for ARRA stimulus funding, I SAW NO CHANGES FROM THE SITUATION 30 YEARS AGO. Job Corps has NEVER been a successful program, Yet the government spends billions on it. THE AMERICANS CANNOT AFFORD THIS PROGRAM, AMERICA CANNOT AFFORD THIS PROGRAM.

DISBAND IT NOW, DISBAND IT NOW. AND CLOSE ALL JOB CORPS CENTERS.”

*Note from Job Corps Fraud: thirty years ago Oneonta may have been managed by a contractor called ‘ITT’, today it is managed by Education and Training Resources (ETR), Bowling Green, Kentucky.
