Nationwide mismanagement of Job Corps calls for action!

A Former HR Employee’s Story

“I can attest to Christopher’s allegations as a former employee in Human Resources. It was common practice to do everything possible to dismiss an employee if they were able to perceive what was really going on at the center, if they “knew too much” already, or if they weren’t personally liked by management. If management had the slightest inkling that you had them figured out, then the disciplinary inquest would begin to find flaws in your performance so that termination could be recommended. This recommendation had to be approved by the corporate office before it could be executed.

In my case, termination was recommended after I had used my temporary managerial signing authority to approve two hospital bills from an employee who had been injured on the job. This employee had initially refused to visit the local hospital emergency room, but followed the directive by his immediate manager to be evaluated. His treatment was not covered under his insurance plan or the Workman’s Compensation program that was currently in place. The first reimbursement got approved for the employee and processed without question. The second did not get processed even though I had all approval signatures and followed the same procedure as I did for the first. The Finance Manger had “noticed” this was an unusual situation after already processing the first reimbursement, and had disagreed with the employees request after the fact. He did not like me personally because I wouldn’t give his dysfunctional accountant the “special treatment” she expected. Instead of telling her to stop complaining and whining about how she didnt think I “liked her”, he blamed his inability as a manager to correctly discipline her for gossiping in the workplace on me, and was constantly looking for ways to get me into trouble. Anyway, the employee reimbursement issue was determined to be my fault.

My termination recommendation was so lame and without merit that it was obviously denied by the corporate office, but shortly before this my poor excuse for a “manager” asked me if everything was o.k. because I had been unusually quiet in the office. I’m sure she was able to sense that I had things figured out, since I wanted as little dialogue with her as possible. This same “manager” joined my health club a few weeks later. I did not attempt to engage in any contact with her on a social level, but still gave her the required “respect” of a direct report while in the workplace. I think this confirmed to her what she had originally suspected, and termination was again recommended for me after I inadvertently reported foul  language being used while attempting to accomplish a task with a nearly impossible deadline. This task was completed, but the decision was already made to proceed with termination. It was proven during a DUA hearing that there was no misconduct or willful disregard to the employer units best interest. The state of Massachusetts ruled in my favor, and I won my case.
The only positive aspect of being employed there was that the workplace was only a two minute commute, which worked out well during the 2008 gas crisis. The dental plan was also good, but I hated every second of working there. The pay scale was low, and only the employees who were “robotic” and agreed with everything management said and did were eligible for merit increases and the monthly awards that were given out. That was the price, and those were the payoffs.

The most contradictory element in all employee relations was the evaluation process. No matter how positive or “perfect” an employee’s performance was, there had to be something negative included as an “area needing improvement”. If nothing was documented in this area, the evaluation would be sent back to the reporting manager, and “something wrong” would have to be found. However, the results of the 2009 audit by the Office Of The Inspector General revealed that management was falsifying statistics and inflating numbers to continue to receive funding from Congress.

The Department Of Labor also conducted a separate investigation which revealed that hourly employees were not being compensated for working through lunch breaks, along with not being paid their legal overtime rate beyond 40 weekly hours. If overtime hours were recorded on a time card, or if a lunch break not taken, the time card would be rejected and a “correction” would be required before it could be processed for payroll. How could their “policies” regarding employee evaluations (or anything else) be respected if they were ordered by the DOL to reimburse hourly employees thousands of dollars in overtime back pay (some employees received in excess of $2,000.00), and their false reporting resulted in reprimands from the OIG and fines of over $14,000.00?”

    Woman at Job Corps ARE discriminated against. SOME anyway. When I was young , I help to start the Oneonta Job Corps. My supervisor, the Administrative Director at that time. WAS the MOST sexist person. ALL he ever wanted to do was pull you into a corner and talk about conversations he had with students about their SEX LIVES. What a jerk. He creeped me out, probably in the corner “pounding his P with one hand”, BUT he always kept the other free, to dip into Job Corps funding for his own personal use. This is quite often I beleive the “credibility” of the type of people they have running Job Corps Centers.

      Gerald R Ford is run by Minact, Inc. Minact has 5 centers, I think, in the Chicago Region. Minact has been around for some time in the Job Corps business. Go on-line and research it, and check this blog for any articles about them. I have never worked for Minact, so can’t comment on the corporate culture. What job were you offered? That, I can comment on.

    FEMALES ARE DISCRIMINATED AGAINST MORE AT THE JOB CORPS PROGRAM. I WAS BROUGHT IN TO DO AN “ADMINISTRATIVE DIRECTORS” JOB FOR HIM. AND WAS DOING IT. BUT WHEN THEY LET HIM GO, AND I APPLIED TO THE JOB. EVEN THOUGH I WAS DOING IT FOR HIM. WELL THAT WAS AN ISSUE , BECAUSE A WOMAN WITH OVER 15 YEARS OF THAT TYPE OF JOB EXPERIENCE WAS ACTUALLY APPLYING TO HAVE THE TITLE AND THE PAY.

    BUT IT WAS OK WHEN I DID THE WORK FOR HIM, AND HE DID NOTHING, BUT THE WORK WAS GETTING DONE, AND CORRECTLY.

    DISCRIMINATION AGAINST FEMALES AT A PROGRAM LOOKED OVER BY THE FEDERAL DOL. WHAT DOES THIS TELL YOU ABOUT OUR RIGHTS IN THIS COUNTRY.

    TO CHERIE, these programs are suppose to be over seen by the DOL?????????????????? WHAT’S WRONG WITH THIS PICTURE????????????????? You can work at a placed REGULATED by the DOL, and they discriminate against you , ENDLESSLY. DOES IT SOUND LIKE THIS PROGRAM SHOULD STILL EXIST? THE ANSWER IS CLEAR, AND THE ANSWER IS NO. The cheats and liars that have the contracts for these programs, and the cheats and liars that are employed there, and that’s most of them . The good people don’t survive. THEY SHOULD BE THE ONE’S ON THE UNEMPLOYMENT LINES.

    The waste of this program. IS A CRIME AGAINST THE AMERICAN TAX PAYER. PRESIDENT OBAMA SHOULD STEP IN AND CANCEL THIS ENTIRE PROGRAM.

    Today Ausgust 11, 2010 in the Arknasas Democrat Gazette there was an article about the Little Rock Job Corps posting a hearing for a charter school in Little Rock on Sept. 2, 2010 at the center. My question is how can the Little Rock Job Corps hold a hearing to become a charter school when they can not help or educate the youth they serve currently. The youth that come into the program at this center can not even fill out an application for employment. They come into this program not educated and they leave still not being educated. The people in this community need to make a stand and not allow this to continue. These poor youth are being taken advantaged of.

    The management staff is not interested in educating these poor youth. Someone somewhere please take a stand and say no to another poorly run school system that is not educating the youth of Arkansas. This is the reason why employers and companys do not want to come to this state because they feel they can’t get a quality educated employee. This is true because of places like the Little Rock Job Corps. Someone somewhere say no just say no more poorly ran school systems.

      The New York Times recently printed an article about “Inexperienced companies” taking advantage of school reform funds. Didn’t take long for Adams to get in line to pig out at this trough.

      Wait and see how long it will take MTC to find a charter to run. MTC already runs many prisons in, guess where. TEXAS. No surprise there.

      With a Secretary of Education like Arne Duncan, don’t expect a decent education system in this country. He and Adams and Associates are too busy dumbing down education and training and the students who “graduate”. Pathetic waste of tax payer money. Our Secretary of Labor is no better.

      Mr. Z, if you’re from Little Rock, please write a Letter to the Editor of the paper, so the public can become aware of the truth – or let them know about this FB page.

      I saw forms passed out to students in the copier room. These kids are 18-21. The forms laying by the copier looked like 1st grade work sheets from a regular public school system. What IS the actual value of this for a program that is suppose to make people ready to go out into the working world?????????????????????????????

    When will the American people START pushing hard to shutdown the Job Corps program. For it’s LONG HISTORY of falsifying documents, giving success numbers that are skewed, and masassaging financial documents while staff members line their pockets. Stories like you noted here are JOB CORPS WIDE, THIS PROGRAM IS TOO EXPENSIVE AND TOO DISHONEST FOR THE TAX PAYERS TO KEEP SUPPORTING IT.

      The reason it sounds like Adams and ETR are using the same training manual is because their actions are the hallmark (and proof) of un-educated corporate big-wigs who have never had an “Introduction to Management 101” class. They are ignorant and only interested in making money for their shareholders. Heaven forbid, if they took their collective heads out of the Dark Ages and attended a local college incognito, they’d learn that they increase their profits by treating ther employees right. It’s kind of amusing to see ETR and Roy Adams and to be able to see right into their little skulls and their lack of education. I feel like I’m looking down on them through a glass ceiling. We should have a contest to come up with fake names for the CEO of ETR and Roy Adams so they can attend college under assumed names and take an Intro to Management class. How about Barney Fudclopper for Roy Adams?

      The idea of Job Corps itself is a good idea. I’m a student there because I had some anxiety problems that built up after so many years and just left school. After about a year I really didn’t have much choice but to join this program, and after about six months I’m almost finished. I received a pretty high score on my GED, I finished most of my CNA with mainly A’s, I’ve got phlebotomoy training under my belt, and with the help of a handful of staff I’ve gotten a handle on my anxiety issues.

      I owe a lot to this program, but you’re right it does need to be modified BIG time. There’s too much deceit, and too many good students/staff fall through the cracks in that clay pavement they want to call a road to success.

        Cherie I’m really glad that you got something out of the program. But it was probably more of a credit to you just trying than it was to the program itself. My son has a GED that he GOT in the private sector, now he’s on a TARP program, and getting a college degree. All in the private sector, so the same things are available. Only difference they are run honestly, and there is NOT all the slight of hand with tax payer’s dollars, these other job training programs are more honest. Or you can after you get some private sector training , just get Federal Student loans and just pay them back after your out of college. That program is and has been available for years. That’s how I got a college degree. The job corps is too much of a free ride , though we would all like to see the students progress. There is NOT enough of a percentage of students who actually do an any Job Corps center to make the program worth keeping.

    That sounds like Iroquois. Perhaps there is some type of manual that teaches management how to drive employees to madness.

      This does sound like Iroquois. I was actually in the process of figuring out a way to report the center when I stumbled onto this. I was hoping with audio evidence, hopefully the cooperation of some other staff, and the piles of info a good friend of mine (recently let go for reasons similar to the article above) has, maybe some damage could be done. Though after taking a look at this website it almost seems pointless trying to get anything situated, even with all the obvious laws they’re breaking.

      They’ve taken away lunch breaks on certain days even with an 8 hour shift. Breaks are deducted from your lunch hour during the week, there’s an obvious discrimination against female employees when it comes to pay, and suggestions to better the center (ones that actually require work) are shot down with excuses that aren’t even true.
