  1. What I experienced as a “front line” employee was a single-minded focus on numbers instead of answering the question, “How can we create a great program for the students in our care.”

    I have a working knowledge of the Performance Management System and how the centers are rated, but too much emphasis,especially from a contractor and center focus is on the end result with little effort or focus on the actual programming and training of the individuals. And from reading the above article from Upjohn Institute that seems to be the findings from all of the training progrgams.
